【Announcement】 NSTC Amendments to Operating Guidelines for Subsidizing Short-term Visits of Foreign Science and Technology Personnel (Effective Nov 1, 2026)

I. This announcement is issued in accordance with Official Letter No. 1150073787 from the National Science and Technology Council (NSTC) on October 19, 2026.
II. Summary of Key Amendments:
  1. To boost the efficiency and flexibility of subsidy funding, recipient institutions may, within the approved total budget limit, verify and reimburse expenses—including daily stipends, airfare, and National Health Insurance (NHI) supplementary premiums—in accordance with the official subsidy standards.
  2. To streamline workflow and implement level-based administrative management, except for major changes to scheduled activities (which still require prior approval from the NSTC), all other minor modifications are now delegated to the institution to handle directly in accordance with internal administrative procedures.
III. Application Procedures for Changes:
  1. Major Activity Changes: For changes involving major academic activities (e.g., speech topics, academic symposium content, etc.), prior approval from the National Science and Technology Council (NSTC) is still required in accordance with regulations.
  2. Other General Changes: For minor adjustments (e.g., misspelled names, date adjustments due to flight changes, etc.), please submit an application directly via the FLOW School Notes for internal processing. Please refer to Attachment 1 for instructions on submitting the form.
IV. The original official letter from the NSTC (Attachment 2) and the Comparison Table of Revised Regulations (Attachment 3) are attached for your reference.
